Portugal minimum wage expected to rise to 970 euros in 2027, decree-law still missing
What is planned
In the report of Bill no. 110/XVII/2.ª (Proposta de Lei n.º 110/XVII/2.ª), delivered to Parliament on 8 October 2026, the Government writes that in 2027 it will raise the minimum wage (RMMG, retribuição mínima mensal garantida) to 970 euros. In 2026 the amount is 920 euros, so the planned increase is 50 euros gross per month.
This follows the social partners agreement (acordo de concertação social) signed in October 2024, which plans yearly increases of 50 euros until 2028.
It is not final yet
The minimum wage is not set by the State Budget (Orçamento do Estado), but by a decree-law (decreto-lei) from the Government, after hearing the social partners. This law has not yet been published in the Diário da República (official gazette). Until then, the amount in force is still 920 euros. Trade unions are asking for higher amounts, so the final number may still change.
Who it applies to and from when
If confirmed, the new amount applies from 1 January 2027 to all full-time employees, including people with fixed-term contracts. Per year, with the holiday and Christmas allowances, this would be 13,580 euros gross (970 × 14) — exactly the amount of the mínimo de existência (minimum income exempt from tax) that the 2027 Budget proposal plans for IRS (personal income tax).
What you can do
